In an interview with the New York Times, Maureen Cropper - an economist at the University of Maryland - said “If you use a rate above 5%, you’re essentially saying that we shouldn’t worry today about anything that happens 100 years from now.” Her comment was in response to the EPA’s use of a 7% discount rate in it’s cost-benefit analysis in the Trump administration’s 2019 Clean Power Plan. Pretend you have a precocious 10-year old younger brother. Explain to him in broad terms what Dr. Cropper means by this statement.
