You are the director of security at a large mall complex in your community, which sees multiple thousands of visitors each day. You manage a staff of three security officers who – together – ensure the overall safety of the facility and have a direct line to local law enforcement in the event of an emergency or disturbance. Over the years, you have seen many different types of incidents at the mall, from simple fights, to coordinated theft. One day you are approached by representatives of the Department of Homeland Security, who ask you to serve on a new panel. The goal of this panel is to have its members brainstorm on ways terrorists might try to strike “soft targets,” such as malls, schools, or office complexes. In your position at the mall, you are fully aware of its most vulnerable aspects. As a follow-up, you will brainstorm on realistic ways that these vulnerabilities can be strengthened to either deter or mitigate a terror attack. When asked, what do you think you will consider to be the most vulnerable aspects of your mall? Why are they vulnerable, and why do you think they may be attractive to terrorists?
